The Role:
* To support the Cambo Field Development Project through the execution of all the project phases as defined by the SPE Gate Approval and Assurance Programme, i.e. Define, Execute and Into Operation.
* To provide governance and supervision of commercial data covering Cost, Planning, Estimating, Procurement and Contracts for the Project Define Phases to achieve project sanction and thereafter through Execute.
* To manage a team of multi-disciplinary controls specialists through each of the phases of the project to ensure the timely issue of deliverables in line with the requirements of the project schedule.
* To manage the preparation of project services philosophies, strategies and documentation for the execution of the subsequent phases (Define and Execute) with the successful completion of the Conceptual Design.
* To support the preparation of the Define/Execute Gate Review and Stakeholder approvals.
* Effectively manage and deliver project control throughout Execute into Operations.

Accountabilities and Responsibilities:
The job holder is responsible for:
* Identifying and recruiting a project services team to support the Project throughout each of the phases for the project.
* To lead and direct a team of controls and services specialists including any contractor and specialist support throughout the project duration.
* Generating and maintaining a Development Plan and Budget for the Project, co-ordinating the input from the document stakeholders; engineering, subsurface; facilities, etc,
* Project Services
o To steer, review and challenge the Define Estimates and Schedules in order to assist in arriving at the optimum economic solution for the new facilities which will form the project

o To identify the key solutions that bring value to the development concepts, ensuring that adequate technical definition is provided for the evaluation of the concept itself, bringing it in line with Company and Project drivers.
o Drive and review final definition documentation prepared by EPC contractors and interface with the associated activity making sure it reflects the estimating and schedule assumptions.
o To help ensure that lessons learned from previous or analogue projects and all experience gained on the Cambo Field Development is valued and utilised.
o To develop the required documentation to support the Review and Approval Gates.
o Ensure that the Project Services deliverables and supporting documentation are issued in a timely manner to support the engineering, fabrication and construction, and offshore construction activities.
o Produce a clear definitive Contract and Procurement strategy that aligns with the Project Goals and Objectives to ensure optimum value is delivered to Cambo Owners.
o Ensure Compliance with SPE's Company Policies and Governance requirements.
* Stakeholder Management
o Work as part of the Project Management Team (PMT) to identify drivers, risks and opportunities for the Cambo Project, ensuring they are all captured in the definition of the Project philosophies
o Liaise with Operations, Facilities, subsurface and SESR teams
o Establish working relationships with Partners as defined in the requirements of the JOA

Qualifications & Experience:
The job holder must have:
o Engineering and/or Business Qualification to Degree with preferably a Chartered competence
o Demonstrable experience (min. 20 years) and proven track record in Project Controls/Project Services disciplines within Project Management.
o Experience project controls within design and operations.
o Experience of working on North Sea Projects would be advantageous.

Required Competencies:
The job holder must have proven:
o Capability to identify, define, and analyse complex development schemes in multidisciplinary environment.
o Thorough understanding of all aspects of Project Services Disciplines covering Cost, Planning, and Contracts.
o Effectively communicate issues to SPE management and Partners.
o Ability to effectively manage and interface with Project Controls specialists, EPC Contractors, and Shareholder specialists.
o Ability to work on multiple tasks simultaneously.
