The Role:
Working Schedule Work hours per day: 12 hrs/day
Work Days per Week: 7 days/week
Work day per Month: 28 days/month
Work Location Qatar Offshore
Estimated Start Date 25-Jul-2019

Contract Term in Months 17 Months

To provide Safety advice, leadership/oversight and review, monitor and report the safety performance of the EPC Contractor, subcontractors and third party stakeholders for all offshore construction activities.

* Supports the SHE Head in the oversight of the EPC Contractor's offshore construction activities and provides advice as necessary, to ensure they comply with Project SHE&S requirements, safety rules and regulations.
* Liaises and assists the EPC Contractor's Offshore Pipeline Site Team in all aspects of safety, health, environment and security pertaining to the Project.
* Attends and participates in site safety meetings, safety committee meetings, risk assessments, toolbox talks and job safety analysis.
* Audits and monitors offshore pipeline site construction activities at regular intervals, in order to identify any unsafe acts, to verify whether safe working practices are being adhered to, and to ensure Project safety procedures are being complied with.
* Conducts worksite SHE&S inspections to ensure that SSOW are being followed.
* Participates in incident investigations, root cause analysis and the development of corrective actions as required.
* Coordinates with other Site PMT members, EPC Contractor to ensure active participation in management site safety inspection tours and daily site walkabouts.
* Reviews all health, safety, environmental and security reports and monitoring the implementation of remedial actions.
* Participates in Emergency drills and ensure the effectiveness of emergency response protocol.
* Monitors and reviews the behavioural safety system, safety observation program and safety campaign, to identify developing trends.
* Examines trends and proposes corrective action to prevent recurrence of accidents / incidents as necessary.
* Provides weekly SHE&S reports, metrics and highlights and any compliance issues to the PMT direct Project SHE&S functional reporting.

* Works in an evolving business environment where expansion opportunities are being identified on a continuous basis adding additional complexity and workload to the existing project environment.
* Works effectively within established procedures, or creates and endorses new procedures as necessary to further develop the RasGas Project Management philosophy.
* Works on large capital expenditure projects in a highly dynamic team environment that has tight-deadlines, high pressure and visibility, requiring accuracy, initiative and the ability to multi-task as essential skills.
Communications and Working Relationships:
* Interfaces with various project teams and departments on resolving related issues that requires effective communication, initiative, flexibility and an ability to induce collaboration.
* Interacts effectively with RG management and external stakeholders, including statutory auditors, shareholder auditors and other entities to discuss project practices and issues.
* Exhibits team leadership skills, integrity, self-confidence, fairness.
* Manages a number of people and is responsible for the development and mentoring of the staff.
Problem Solving/Complexity:
* Undertakes complex tasks and acts as a source of guidance for staff and internal customers. Is expected to handle all but the most complex problems and difficulties that might arise.
* Takes initiatives, based on experienced gained, to deliver timely and cost effective service.
* Sets situations/issues in the context of the entire team and has an appreciation of the wider relationships with other people and organizations.
Decision Making Authority and Responsibility:
* Works independently within established procedures, plans and budgets and contributes to the development of these.
* Has autonomy over scheduling and planning of own work; organizes efforts of work group to achieve overall efficiency.
* Establishes credibility with peers, subordinates and supervisors.


Essential Skills / Qualifications:
Knowledge Skills and Experience:
* Bachelor of Science degree or equivalent.
* Minimum of fifteen (15) years within Health, Safety and Environment in high-risk industries and a strong understanding of risk mitigation tools and strategies.
* Inspection, accident investigation, root cause analysis and/or auditing experience is essential.
* Conversant with the latest standards concerning Health, Safety, Environment & Security.
* Excellent written and verbal communications skills.
* Good computer skills.
